![]() What the Haram will look like in 2018 (expected completion date) Crown Prince Abdullah Ibn Abdul-Aziz, the Deputy Prime Minister and Commander of the National Guard launched six major development projects worth SR35 billion around the Haram Mosque in Makkah. The projects, including expansion of the mosque's northern courtyard and construction of residential towers, are aimed at providing more housing and prayer facilities for pilgrims. The projects include the SR12 billion Jabal Omar residential towers, one of the largest ventures aimed at developing areas surrounding the Holy Haram. Spread over an area of 230,000 square meters, the project includes five-star hotels, commercial centers and prayer facilities for 200,000 worshippers. Other projects dedicated by the Crown Prince were: Development of Ajyad General Hospital, which is located close to the mosque, and construction of another road to Haram parallel to the existing road from the Jeddah-Makkah Expressway. The new five-km road, to be named after King Abdul-Aziz, is designed to benefit pilgrims. Crown Prince Abdullah earlier inspected the development plans set out by the Makkah Development Authority including those for the development of Shamiya, Jabal Khandama and Jabal Al-Kaaba areas around the Haram. The new projects come as part of the government's efforts to enhance housing and prayer facilities for the millions of pilgrims who come for Hajj and Umrah from all over the world. The projects are also aimed at developing areas in the central region of the holy city after removing old and dilapidated buildings. They will also provide secure transport systems and reduce traffic congestions in the city. The total area to be developed is estimated at 587,250 square meters, with 90 percent being old buildings. The expansion of the mosque's northern courtyard itself will cover an area of 1.2 million square meters between the mosque and the second ring road to the north, Masjid Al-Haram Street to the east and Jabal Al-Kaaba Street to the west. Abdul Rahman Faqeeh, Chairman of Makkah Construction Company, said the Jabal Omar project would provide more than 25,000 jobs for Saudis. Jabal Omar offers residential facilities for 100,000 people, air-conditioned prayer facilities for 100,000 and open prayer space for 120,000, he added. Efforts are under way to establish a joint stock firm named Jabal Omar Development Company to implement the project. The company will have a capital of SR3.5 billion including SR1.1 billion as shares of real estate owners in the area. Part of its shares worth SR850 million will be floated for public subscription. The value of real estate to be acquired for the project is estimated at SR4.3 billion. Referring to the construction of a new road parallel to the road linking the Jeddah-Makkah Expressway with Haram, Faqeeh said it would start from the end of the first ring road behind the Makkah Construction Company's residential-cum-commercial complex, pass through Jabal Omar to reach the road parallel to Um Al-Qura Road to join the expressway. The new road will have a 1,000-meter-long tunnel and will pass by Mawarika, Tandbawe, Jabal Ghurab, Rusaifa and Zahareen. Crown Prince Abdullah launched the projects worth SR30 billion in Makkah, including expansion of the Haram Mosque's courtyard, development of Ajyad Hospital and construction of new residential towers in Jabal Omar and Shamiya. Crown Prince Abdullah inspected the 50-year development plan for Makkah prepared by the Makkah Development Authority and laid the foundation stone for the SR12 billion Jabal Omar project. He launched new residential and commercial projects in Jabal Khandama and Jabal Kaaba. Work has already been started on some of these projects while the remaining will be carried out within a timeframe, Al-Riyadh Arabic daily said quoting informed sources. The new projects come as part of the government's efforts to enhance facilities for the welfare and security of millions of pilgrims who come for Hajj and Umrah from all over the world. The projects are aimed at developing disorganized areas in the central region of the holy city after removing old and dilapidated buildings. They will create more prayer space and accommodation facilities for pilgrims and worshippers and provide secure transport systems. Analysts said the new projects would attract more than SR40 billion in investments. Real estate sources calculated highest prices of land in the area between SR175,000 and SR250,000 per square meter. Six designs have been prepared by international companies for the expansion, which is to cover the area between the mosque and the second ring road to the north, Masjidul Haram Street to the east and Jabal Al-Kaaba Street to the west. Work on the project began in August as utility services to 580 buildings in the area were cut in preparation to demolish them and erect new residential towers designed to accommodate 100,000 people. Faqeeh said the project would provide some 25,000 jobs for Saudis. The projects will be implemented in Makkah's Jabal Omar and Jabal Al-Kaaba, and include a highway that will run parallel to Umm Al-Qura street, and the development of the area directly north of the Holy Mosque area. The name of the Road that was named after me will be renamed after the man who united the Kingdom with the help of God, King Abdul Aziz Ibn Abdul Rahman, said the Crown Prince in the ceremony. The Jabal Al-Kaaba project is located 400 meters away from the Holy Mosque, covering some 46,000 square meters. It will include building several hotel towers, markets and public services. The Jabal Khandama project for permanent and temporary residencies is expected to accommodate some 240,000 people. The project will be connected to the Holy Mosque with pedestrian passes, and will be connected to two major highways. It will also include a multi-story car park that can accommodate some 2,000 vehicles, and public transportation stations. The five-kilometer King Abdul Aziz Road will be 60 meters wide, and will be the main entryway for pilgrims. It will be accessed through many streets, each 15 meters wide. Covering some 230,000 square meters, the Jabal Omar area will be re-planned after removing all existing random buildings. The development project aims at providing accommodations for at least 43,500,000 people, as well as praying areas that can accommodate up to 98,000 people at a time. It also aims to create a modular residential-commercial area suitable for the area s topography, including new streets, public squares and pedestrian tunnels, as well as 2,800 shops and parking places for 12,000 cars. The infrastructure will be developed to accommodate a main transport station that can handle several means of transportation, as well as praying squares that are capable of accommodating as many as 80,000 people, complete with washing areas and bathrooms. It will also include public services, such as police stations, Civil Defense posts and medical quarters. The project is expected to blunt the edge of traffic jams in the Holy City and provide extensions to praying quarters around the Holy Mosque. It will also create parking lots and waiting areas, since the King Abdul Aziz Road is parallel to Umm Al-Qura Street, and is natural extension to the Jabal Omar project. The first stage of the project, which is mainly removing existing buildings, has already started. The Shamiya project, north and north west of the Holy Mosque, mostly covers the mountains of Quaiqan, Hindi and Cannons, covering some 4.3 million square meters, 3.6 million of which will be occupied by buildings. Combined, this will cover just over 85 percent of the project, and the remainder will be made into extensions of the Holy Mosque s open spaces. What makes the area special is that it is directly adjacent to the Holy Mosque, and thus enjoys exceptional demand from pilgrims. The Crown Prince ordered that the area be developed with buildings and decorations that carry a traditional Islamic style. Makkah Governor Prince Abdul Majeed Ibn Abdul Aziz has described last Sunday's launching by Crown Prince Abdullah of giant development projects in the holy city as an unprecedented historic event. The new projects aimed at expanding housing and prayer facilities for pilgrims would cost SR35 billion, he added. "In every nation's life there are certain important moments that create its history and strengthen its honor ... and we are now living in one of such historic moments," the governor said while addressing the launching ceremony. He said the large-scale projects meant establishing a full-fledged city. "The new projects will enhance facilities for the millions of pilgrims who come to the holy city to perform their religious rites in peace and security," Prince Abdul Majeed said. "These projects, a big jump to the future, will serve both the present and coming generations," he added. Prince Abdul Majeed said the Shamiya project would include expansion of the Haram Mosque's northern courtyard by 1.5 million square meters. "This project alone will help provide housing for more than 205,000 pilgrims and prayer area for 400,000 people. It also ensures free flow of pilgrims around the Haram," he pointed out. The massive projects launched by the crown prince included development of Ajyad Hospital located close to the Haram, construction of a new road parallel to the existing road linking the Haram with Jeddah-Makkah Expressway, and building of modern residential and commercial facilities in Jabal Omar, Jabal Khandama and Jabal Al-Kaaba areas around Haram. The projects are also aimed at developing disorganized areas in the central region of the holy city after removing old and dilapidated buildings. During the launching ceremony, Prince Abdullah was shown models of development plans for the city over the next 50 years. In addition to residential and commercial buildings, the plan included roads, parks and service facilities. Dr. Sami Barhameen, secretary-general of the Makkah Development Authority, briefed the crown prince on the new plans and projects. The total area to be developed is estimated at 587,250 square meters, with 90 percent being old buildings. The Jabal Khandama area, which is to be developed under the new project, is located southeast of Haram. Bordered by Malawi and Shaab Aamir on the north and Jabal Bakhsh on the south, it is a hilly area. Although the area is very close to Haram, few people reside there. The Makkah Development Authority plans to establish housing facilities for 24,000 people in the area. About 36 of 43 hectares in the Shamiya area, northwest of Haram, will be used for construction while the rest for the expansion of the mosque's courtyard. The authority has proposed that those who invest in projects in the area, such as hotels and residential towers, shall expand the courtyard. Saudi businessmen are expected to invest some SR3 billion to develop Shamiya. Some 46,000 square meters will be developed in the Jabal Al-Kaaba on the northeast of Haram. Abdul Latif Jameel Real Estate Investment Company is planning to establish a number of hotels, commercial centers and public facilities there. The authority has already conducted a study on developing Ajyad Hospital and surrounding areas. The Public Investment Fund will carry out the hospital project after paying compensation to property owners in the area. A number of prominent Saudi businessmen have said that the new development projects launched by Crown Prince Abdullah in Makkah would enhance facilities for pilgrims and change the city's face. Speaking to Arab News, Abdul Rahman Faqeeh, chairman of Makkah Construction Company which is carrying out the SR12 billion Jabal Omar project, said his company has an ambitious plan to develop the central region of Makkah. He emphasized the need to develop areas around the Haram Mosque. "At present there are some old buildings in the Jabal Omar area where it is difficult for ambulances or fire-fighters to reach," he pointed out. Abdullah Marae Ibn Mahfouz, chairman of the exhibitions committee at the Council of Saudi Chambers of Commerce and Industry, said all the projects launched by the crown prince are located in the central region. "This means they will bring about a total transformation of the area, in terms of services and facilities," he said. Al-Sharief Mansour Abu Rayyash said the giant projects would boost the construction and contracting sectors in the region. "They will also create 30,000 jobs," he said. Khaleel Bahadur, a member of the Haj and Umrah committee at the Jeddah Chamber of Commerce and Industry, said the projects would bring about a facelift to the city. He said the new residential towers on Jabal Omar and Jabal Al-Kaaba would accommodate 300,000 pilgrims during peak seasons. Abdul Aziz Al-Subaie, another businessman, said the construction of a parallel road to Haram would reduce pressure on the present road and ease traffic during Haj and Umrah seasons. Abdullah Suleiman Al-Mashat, who has investments in hotels around Haram, said the new projects may affect prices at hotels and furnished flats during peak seasons. New social and municipal infrastructure projects worth SR9.5 billion will be implemented in the Makkah region within a few years, Makkah Governor Prince Abdul Majeed had announced earlier. "There are 973 new projects which have been presented to the government for approval," he told reporters after chairing a meeting of the Makkah Regional Council's projects committee. Prince Abdul Majeed emphasized the governorate's plan to find alternative sources of funds to finance development projects, adding that privatization was an important option. "Some of these projects will be presented to prospective investors by holding a workshop," he said. "We will also try to reduce cost by inviting tenders." The committee meeting discussed other options to finance projects such as voluntary service, sponsorship and private investment. There are plans to establish new educational and health projects worth SR5.7 billion, municipal projects worth SR2.7 billion and water projects of SR600 million, he said. As many as 489 projects worth SR13 billion are now under way, the governor said. They include municipal projects worth SR5 billion, water projects worth SR4.5 billion, road projects worth SR1.9 billion and SR1.6 billion worth of health and educational projects. "Work has been completed on 48 percent of these projects worth SR6.3 billion," the governor pointed out. The committee reviewed progress of various projects related to the Islamic Affairs Ministry, the Water Ministry, the health department, municipality and roads departments.
